Is there a such thing as a passive RF modulator? or are all of them active?

"passive" would mean that it does not require any source of power to operate. Since an RF modulator must emit electromagnetic radiation, it must have a power source. Ergo, none of them are "passive."

Maybe if we knew what you wanted to do we could suggest a way to make it work...
