Can someone explain why the packaging for region 3 DVD's is so much better than the region 1 packaging?

Can you give an example? Most of the R3 titles I own aren't packaged very well. I know some of the boxed or special editions are very nice, and I'd assume it was to sway people in that area into buying the legit copy and not a bootleg. But R3 packaging in general seems to much poorer than R1.
