Interesting idea-I hope that it actually happens, although I'm not holding my breath. On one hand, it means being able to import from anywhere, and a great deal of freedom for the consumer (which is great), but on the other it seems too good to be true. This means that there'll be more problems with trying to do a staggered worldwide release of a title, and it breaks the idea of different publishers picking up a title in different regions.
Still, I suppose it's inevitable that people will import, so why fight it? Perhaps this means that we'll start seing more Japanese games that are designed to be a little more import friendly.
