I have the Vizio 42” 5.1 Home Theater Sound Bar with Subwoofer and Satellite Speakers | S4251w-B4 and I am wondering if I have a stereo video file someone gave me and I am rendering it in Cyberlink PowerDirector 18 to an H.264 MP4, should I bother with the option for surround sound in the rendering or will the Optical (Toslink) input or stream from another computer to the TV or my Roku automatically adjust the sound to surround via a crossover circuit or something?

Depending on the file I am working with in PowerDirector, I have the option of choosing to render Surround Sound as DTS 5.1 or more often I have only the option to choose TrueTheater Surround. I'm no too sure about all of this. Any help would be appreciated.

I'd leave it as is. All that will do is synthesize the surround channels, which any surround system can do anyway during playback. It'll just take up more data with no real benefit.
