This has been driving me nuts, hope someone can help. I have been determined to finish 100% of GT2. I have won every race I can find in the game. I am currently working my way towards all gold in the license tests. My game status is 98.2% finished. I noticed in the game status window under licenses there is a little yellow and green shield with a number under it(0 in my case) What is this? I have 46 gold, 8 silver, 6 bronze, and 0 of these green and yellow things. The manual mentions nothing about this little item. I figure that when I get all gold licenses something will open up, right? Just want to know if I'm on the right track. Thanks for any help.

You could be there for a while... The first print-run of GT2 in the USA had a bit of a nasty bug in it - because they dropped a set of races from the final game & forgot to adjust the percentages because of it, it's impossible to reach 100% in that version of the game.
It got a fair bit of publicity on IGN etc. They rushed it into production to meet its release date, and didn't fully test it after making that change. Later prints of the game have the bug fixed.
Not a unique case. "Silicon Valley" on the N64 had something similiar - a programmer changed an innocuous looking bit of code to fix a minor minor bug & it had the knock-on effect of meaning you couldn't collect the "Golden Tap", preventing you from getting 100%.

I have Space Station Silicon Valley. It sucks not being able to fully complete it.
