Progressive scan exists for PAL but I don't know who makes TV sets with it.
Progressive scan for PAL is conceptually the same as for NTSC although it is different in terms of scan rate and timing parameters. Progressive PAL is also referred to as 576p and regular PAL as 576i.
The same techniques for de-interlacing apply, with the same quality problems depending on the techniques used.

Here in Australia, I believe the only progressive scan PAL TV and DVD player were made by JVC. This info is from a magazine review a few months ago, so there could be many more sets available now. Although I haven't heard much more about it (not that i've looked all that hard!).
