Can anyone tell me just what the "Made On demand" label means? How does it work?

I assume this was a burned DVD-R as opposed to a silver manufactured disc, but that shouldn't have any affect on the actual picture quality (although they may have to compress it more to achieve a single layer disc, it still shouldn't be bad). Any chance you can post a pic of the image?
How do I fix it?That looks like an interlace issue.
Certain discs are not encoded as progressive and display like this
