PREMIERE dvd software...anyone tried it?

    Has anyone used a DVD software program called PREMIERE and, if so, can you answer a few questions for me:
    1] Does this program allow one to edit a movie that is on a DVD (not yet in proper sequence) without requiring any outboard machines such as a separate DVD player?
    2] Is it possible to create sound fades; add music; put in laps dissolves and titles and effects?
    3] Can a matte be added in order to "letterbox" image? The material on my source DVD would be from super 8mm, which has splice lines at all cuts, which a mild matte could eliminate.
    Any other info, such as general opinions of the program, would be appreciated.

    Oh, and any suggestions for a better software program (but remember I am on a budget!) would also be great.
