1) Can the PE amp have both speaker line and lfe inputs connected at the same time?

Not quite, since the PE amp has a lowpass filter on it.. so, you wouldn't get any mid/high freqs out of them... unless you just want to power your towers as subs.

Question 2 was just an idea for possible cheap mono blocks but I didn't think it would work.

It would run, but I wouldn't want to try running both a speaker level and line level signal into the sub at the same time.

Yup you could, but I wouldn't use the amp for tweets, subs and mids only. You'd have to find a way to disable or raise the crossover...
