Boot the laptop with the Windows CD in the drive. You will probably need to enter the CMOS program and specify the CD-ROM as the boot device. The means by which to do this varies with each model, although hitting "DELETE" or "F1" during the first few seconds after turning on the power are very popular.

If your going to reinstall windows, you don't need to log onto windows, you can boot from the windows cd for reinstallation.
