Overscan on a direct view? (1 Viewer)

I have one of these:

A 27" RCA with my DVD plugged into the component video. Anyway, I was watching "The Royal Tennanbaums" this past weekend and noticed that in one scene, there were sort of subtitles across the screen. Well, the left hand of the subtitles were cut off. Also, when I am watching my "Time Bandits" dvd the title flys up at the beginning as "IME BANDIT". The "T" and the "S" are off the screen.
What am I witnessing and how can I correct it?
Does the problem lie in my TV or my DVD player (Pioneer DV-333)?

99 % sure it is your TV and not your DVD player.

You will have to get a service manual and find out how to:

1. Reduce overscan
2. center the image.

Sorry I cant be of more help. I have never worked on a RCA set.
