Yes, the other prisoner dies. He was on death row and they set it up so Kilmer could kill him.

For those who are saying that Tia Texeda’s character in the end is a deus ex machina, it isn't. The film shows and suggests that Kilmer and her actually plotted the rescue and that both were in it the entire time. Why else would Kilmer consult with her if he didn’t need her help in the first place? That bar scene with her and Kilmer remains true to his character.

Also, on the streets in Dubai, there is a prominent shot of a woman with a black robe and sunglasses tailing Kilmer and another character. That woman in disguise is Jackie Black who Kilmer also (somewhat) acknowledged in the shot.

I think the Deus Ex Machina comment comes from the presence of the reporter at the end, not the other Ranger.

I can see how that can be a problem for some but since this is a commercial airport with a lot of private and small aircrafts, if it isn't at the presence of a news crew, it would have been someone else who just happened to be there and have worked just as well. Besides, with the two villains already out of commission, there's nowhere else for the daughter to go but home.
