They can’t. What they will get are more people doing what they are supposed to do. Thats all they can do.

Without enforcement it's not any different than it already was as a "guideline". Honor system. They may make a show of it if a Tararantino says something like he did already about not watching the Dune films because they were "remakes". They may punish him by pulling his ballot as a symbolic gesture.

I think this is all much ado about nothing.

And this is the stupidest thing written in that article:

The new rule also aims to prevent a single film from dominating the ceremony. Between 2009 and 2021, the most awarded best picture winner was Kathryn Bigelow’s 2008 war movie “The Hurt Locker,” with six statuettes. Every other top winner took four Oscars or fewer, reflecting members’ inclination to “spread the wealth.”

The reason for the above is the weighted ballot system of voting for Best Picture that's skewed "the single film from dominating the ceremony." If you're voting with the purpose of spreading the wealth, you are not voting on merit.

I also have to say that what this article meant by "the single film dominating the ceremony," is the Best Picture winner dominating the ceremony. There have been several films in that time span that have won many more awards than the Best Picture winner; Gravity won 7 for example. Dune and La La Land won 6.

All this made me wonder how AMPAS selects the ten nominees for Best Picture in the first place. Certainly they aren't going to require every member to see all 200-300 or more films. So here's what it says on their website:

IV. VOTING
  1. A Reminder List of all eligible motion pictures shall be made available online along with a nominations ballot to all active and life members of the Academy.
  2. All active and life members of the Academy shall vote in the order of their preference for not more than ten motion pictures. The ten motion pictures receiving the highest number of votes shall become the nominations for final voting for the Best Picture award.
  3. Final voting for the Best Picture award shall be restricted to active and life Academy members.

Sean Penn has won two Oscars. That means is almost certainly an Academy member and voter. In this article, Penn specifically says "I haven't watched his movies yet" -- movies plural -- in regards to Timothee Chalamet.

Chalamet has appeared in six Best Picture nominees that I can think of off the top of my head:

Call Me By Your Name (2017)
Lady Bird (2017)
Little Women (2019)
Dune Part One (2021)
A Complete Unknown (2024)
Dune Part Two (2024)

Chalamet was also in Interstellar, which had multiple nominations. He was nominated personally twice for his performances in Call Me By Your Name and A Complete Unknown.

How is it possible for Sean Penn -- Academy voter -- not to have seen any of these films? I know the usual arguments that there are a lot of things to see in a short span of time and Academy voters are working professionals. That might explain missing one or two, although I wouldn't. But Chalamet has been involved in so many movies that have been nominated over the last several years that it seems like voter malfeasance for him not to have seen any of these. Really?

This kind of stuff is why they have had to formally say it is a requirement to see all nominees. Obviously, they won't really be able to enforce that. But good grief.

Had the same thought when I saw the story. How the hell could one be an active Academy voting member and not have seen any of those 8 or more films????

I saw that story and my initial thought was that Penn doesn't like Chalamet's work and was simply being diplomatic by saying he hadn't seen any of his movies. Like you said, it's hard to believe that he hasn't seen at least one or two of those movies.

I'm only assuming that he watches something other than Jennifer Lawrence movies.
And people are believing certain celebrities that are provocative and like to push buttons. Do you think John Wayne actually watched Midnight Cowboy all the way through the year it won Best Picture ?

Here's another incident of Academy members not watching all the nominees.

As recounted by The Times: “Weeks before the ceremony, after Oscar voting was closed, she attended a party for the nominees at the home of Paul Haggis, the director of ‘Crash.’ Clint Eastwood was in attendance and Ossana, a fan of ‘Unforgiven,’ was eager to meet him. “Paul started walking me over and he goes, ‘Diana, I have to tell you, he hasn’t seen your movie.’ And it was like somebody kicked me in the stomach,” Ossanna recalled. “That’s when I knew we would not win best picture.”

This kind of garbage is why the Academy has to make it a requirement, even if there's not an easy enforcement mechanism.

Of course, Brokeback Mountain is exhibit A of members not only not watching a Best Picture nominee - but even loudly and publicly announcing they wouldn't watch it.

And of all things, the execrable Crash won that year; a movie that no one will remember at all. Movies with Steven Seagal are talked about with more fondness than Crash.

People do remember Crash -- for being the film that beat Brokeback Mountain. That is its legacy.

I also loved Brokeback Mountain by the way. Interestingly Crash has a higher audience score than BM.

That doesn't surprise me. Back in 2005-6 there were some articles about people purposely going on movie rating sites online to give it low ratings whether they'd seen the film or not and also to inflate their opinions of the other film.
