The new Millenuim Edition has every frame of the original uncut version intact. It also has a brand new THX approved anamorphic transfer, and new DD 5.1 and DTS mixes. It also sports commentaries from Joe Bob Briggs and Director Mier Zarchi.
What you allude to in your post happened 15 years ago when the MPAA sued a home video company for packaging the unrated cut of the film in a box with the MPAA R-rating symbol on it. Elite has no interest in ever releasing the R-rated cut on video.
