I was wondering a few things:
1. Can a person receive only locals from either Dish or Directv without subscribing to another "package"?
2. Does Directv offer a package where you can pay a monthly fee that includes a STB instead of having to buy one?
3. Can you use a DirecPC dish to receive regular satellite through DTV after buying the receiver?

Not while using it. A DirectDuo would cover your needs.

Thanks for the reply. Do you know if there is a monthly plan that would include a HD stb(like the DST-3000) from either of the services without having to buy the receiver?
I am getting the 50H81 this December and can't afford to buy both at the same time.

The DST-3000 will only work with DirecTV so I don't think you will be able to rent it with the service. As far as I know, the only HD receiver that the Dish Network has is the Dish 6000.
