If I used to be a DirecTV customer at an old address/phone number and an old credit card, and wish to get DirecTV programming at my new place of residence, am I eligible for "new DirecTV customers only" dish/receiver deals? Is "was ever a DirecTV customer" the same as "currently active DirecTV customer?" Thanks!!

"Was ever a customer" is not the same as "Is a current customer". If the application blank asks the question you have to answer it truthfully.
Usually they want to sign up more customers badly enough that they will give you the new customer promotion if you have't been a customer for some period of time.
If they install it and later decide that, based on the actual information you gave them plus anything alread in their records, they should have charged you more, you can tell them to uninstall the whole thing and you don't have to pay more for the months that already went by.
