Need Advise on a Good Tv Tuner Card (1 Viewer)

Hi all,
I am in the market for a Tv Tuner Card for my PC and wanted to know what the best ones to purchase are. I would preferably like to have a card that lets you record cable tv in the highest quality possible. Any help appreciated.
