Since the Driver License is the primary form of ID in this country, I am guessing the mandatory renewal process is to ensure that:

- Pictures, address and other info are as up to date as possible (do you actually renew your driver license when you move like you're supposed to?)

- Every ID in the state reflect any new format within the time between renewals.
