My step dad is looking to get a replacement for his older failing MacBook.
Probably will get a Pro.

Is the i9/i7 thing resolved?

He really only needs it for regular laptop things.
So maybe he should just get the i7 regardless of the previous i9 situation.

What would be a decent price friendly Mac laptop for a teen who's a senior in high school?
You'd have to give me a little info, like what they're doing on it, and what they plan to do post high school (i.e. college/engineering/biology major is going to be different than literature/poetry major). And how long you want it to last, and how much is your budget.

As Sam stated, all the problems with the new MacBook Pro have been resolved.

Yeah, not necessary to get an i9. I did it because, well, it's me. I think an i7 would be perfect.

My MacBook Pro is 6 years old, has a 512GB SSD, 16GB of RAM, dual-core i5 processor, and is still faster (boots in 12 seconds flat) and more reliable than 95% of windows laptops out there. (I’ve had one kernel panic in 4 years, whereas my professional Windows machine at work throws a BSoD at least once a month). Macs are expensive because, as Sam put it, they are worth it.
