looking for drawing/photo program recomendations (1 Viewer)

I have Adobe Photoshop LE and overall I like it but it doesn't have the specific features I want.
I want to draw large, simple line drawings, for patterns. I need a ruler on screen so I can see how large it is as I work. Some sort of semi automated curve tool would be nice too. And I need to ability to select something and scale it up or down by entering an exact percent. I also want to print it on my home printer and tape the pieces together into a whole.
And I'd like it if it weren't too expensive.

You might want to consider something like AutoCAD or another CAD program. I think AutoCAD Lite is reasonably inexpensive.
