While I haven't seen the DVD, the Springsteen songs were in the original home video version, but other songs were replaced.

I would think the new DVD would be the same as the original VHS since the rights issues were apparent then.

This has always been a very confusing issue. Many people claim the Springsteen songs were never on the VHS, but they were. The problem was with other songs.

As Jon says, the Springsteen songs were always intact on the home video. You can read about in my blog and in the book Sayles on Sayles. Springsteen gave the production a sweetheart deal on the songs for theatrical and home video. The problem was with other songs, mostly, I believe, 60s-era pop songs.

I watched an original Baby It's You trailer online, which contains several songs not on the home video version. It's not a definite indicator of what's been changed, but I think it offers some clues. I wrote about it here:
Baby It's You Missing Songs

"Shout" is listed in the credits on the DVD, but does not appear in the DVD version of the film so far as I can tell. "Surfin' Bird" appears in the DVD when Sheik shows off the Ratmobile to Jill
, but is not listed in the end credits. In the trailer, "Shout," plays over the same scene.
