As Robert Harris said, this is likely intended as a bare-bones budget version for those watching their budget. Film Masters seem to sell their releases for $19.99, while the ClassicFlix release is still going for $35 (and well worth it).

Honestly, Phil and his team Do care, and it can be seen in his releases and the packaging and quality reflects that care for the titles and his customers. I just don't see the reasoning for re-releasing a title that previously has seen 2 editions, VCI and ClassicFlix? I'm sure that he is fully aware of the other companies in the market.

Right! They may well be taking a crack at remastering the film themselves and may have their own source.
They are a pretty good company giving us improved versions of a number of PD titles.
Still the Classic Flix version of Jack And The Beanstalk would be very hard to match!
