I would love to get a letterboxed copy of this movie seeing how Universal has no intentions of releasing it in region 1 with it's OAR.

It's available in R4 and R2 (PAL) in anamorphically-enhanced 2.35:1.

Timecop was released in region 2 PAL in France back in 1999 : http://www.dvdfr.com/dvd/fiche.php3?id=1464
It is still available. It features a DD 5.1 english soundtrack (among others) and original 2.35 aspect ratio letterboxed in anamorphic 16/9.
I have no informations about the quality of this DVD.
