Is "Applause" In The Public Domain? (1 Viewer)

Kino Video has Applause (1929) in it's catalog. I could not any other company releasing this title on DVD. Is the film now out of copyright? Or is it licensed from the distributor, which I believe is Paramount or Universal?

It's one of three films licensed to them from Universal. The other two are Love Me Tonight and The Man Who Laughs.

Universal owns nearly all Paramount talkies from 1929-1948.
