You have two options. Either you copy the file on a webserver and just put a HTML link in the sig or you can append the file in every mail you send. I don't know how this exactly works in Outlook as I despise the program.
If you have the image on a webserver already try to put this code into the sig.

Of course you have to use the actual link instead of my bogus one. Be sure to send the mail as HTML mail.
