The woman agreed to have and hold, honor and obey, cleave unto the husband, all that stuff. When she fails to put out, the contract (marriage vow) is broken.

Once the first party breaks a contract, it's broken. It doesn't take a disallowed action from both sides to invalidate the agreement.
