Is there a video card that has a video out to TV as a Component Video connection. The only thing I've seen is S-video or DVI.

Also what is the Video qualtiy of a HTPC played DVD as opposed to a medium range DVD player with prog scan, and a DCDi chip.

yes, hte ATI all-in-wonder cards have component out, my 9700 does and I'm sure that the 9800's do as well.

ATI also sells a DVI->component adapter for their cards. . . should work for any card as the DVI interface is standardized.

In addition, there is a device called a transcoder which will convert incoming RGBHV of a VGA connector to Component.
