No, it's clearly a command to the landing party to adjust the temperature of their "suits". I thought it a nice touch to indicate that in the future "ordinary" clothing would have inbuilt heating elements (and you can get battery heated gloves and boots right now) Yes, in the animated series they used life supportbelts, which emitted a (lime green) force field that served instead of a spacesuit. In the novellisations at least it also served as armour, since it protected Scotty from the hatch-cover and Spock from the automated Bridge defense phaser. The field would progressively turn redder as it approached overload. Introduced in "The Farthest Star" (first episode); also used underwater in "The Ambergris Element" as well as space-suits in "Slaver Weapon" and "Pirates of Orion" Rather a clever innovation, and obviously, it meant that the character art could be re-used with just the force-field aura, rather than having to produce separate animations of the characters dressed in suits Evidently Star Fleet returned to using actual suits later on since none of the TV series used the idea. Apparently they were in the original script for The MOtion Picture however
