Does it conform to the VCD and/or SVCD specs? (resolution, bitrate, sound format etc.)
TMPGEnc is a good program to use to make sure your MPEG file is compliant. It has built-in templates for VCD, SVCD, DVD, etc.
Also, make sure you prepare a disc that your equipment is actually able to play. Some players won't play VCD or SVCD, one or the other or both. Some players will play a pressed VCD but not a burnt one.
