How much would it cost for an individual to buy the rights of an obscure film?

One of my favorite films will probably never be released on dvd.

The film in question is Little Dorritt (1988)

Does anyone know how much is an estimate for the cost of buying the rights of a small film such as this?

I think there is a good possibility of Little Dorritt coming out at the same time that the upcoming 8 hour Gillian Anderson version of Bleak House is released. BBCAmerica has the rights to both and are definately releasing Bleak House according to their website. You can never get enough Charles Dickens.

I do know that Hallmark is asking roughly $40 million for the Hal Roach library. I'm short by a few million, though.
