Does anybody really know, on average, how many episodes are included per disc, and in turn, how many discs are included in each season set?

The way I look at it is like this...
12 90-minute episodes per season set, on 4 discs (3 episodes per disc)
    Calculation: 75 min. (avg. run time less commercials) x 3 = 225 min. (3h 45m) per disc

24 one-hour episodes per season set, on 6 discs (4 episodes per disc)
    Calculation: 50 min. (avg. run time less commercials) x 4 = 200 min. (3h 20m) per disc

32 half-hour episodes per season set, on 4 discs (8 episodes per disc)
    Calculation: 25 min. (avg. run time less commercials) x 8 = 200 min. (3h 20m) per disc

    If with special features...
8 90-minute episodes per season set, on 4 discs (2 episodes per disc)
    Calculation: 75 min. (avg. run time less commercials) x 2 = 150 min. (2h 30m) per disc

18 one-hour episodes per season set, on 6 discs (3 episodes per disc)
    Calculation: 50 min. (avg. run time less commercials) x 3 = 150 min. (2h 30m) per disc

24 half-hour episodes per season set, on 4 discs (6 episodes per disc)
    Calculation: 25 min. (avg. run time less commercials) x 6 = 150 min. (2h 30m) per disc
