I have never built a sub and need to know how long should I make a 12" diam. ported sonotube sub with a driver like this:... and does a 75 watt amp sound like enough for this driver or should I find a driver that is more efficient

    Scot,
That isn't easy to answer. There are several programs to help you design a sub.
Here's a good one for a start: WinISD (beta), by Juha Hartikainen.
    Look at this site: LinearTeam
You must make yourself acquainted with it, but it's not really difficult. There are also several good books on the subject, e.g. The Loudspeaker Design Cookbook, by Vance Dickason.
If I were you, I would download WinISD (freeware!) first and see how far you can get.
    Good luck.
    Cees
