I get messages from people I don't know so I am trying to pemanelty disable this program. I thought I would have found it in the control panel - add/remove programs but it is not listed there.

Go to Start > Run

Then copy and paste this line:

RunDll32 advpack.dll,LaunchINFSection %windir%INFmsmsgs.inf,BLC.Remove

^^^Yea why didn't you know that? Microsoft made it so easy for us to get rid of it I'm surprised you didn't know. ;)
