Yeah, it's a sleazy serial killer movie, featuring some extreme content typical of HK category III exploitation films, along with the slightly grotty and distanced vibe you get from this genre of movie where blue gels light every HK street and even the female cops wear heels and a mini-skirt throughout. Fans say that it has a reasonable number of 'good' scenes... There's over the top violence courtesy of a nutter with a bandsaw, scantily clad women, one notorious sequence featuring blood and full-frontal nudity galore, a police procedural plot with the female cop chasing the killer and being hunted herself later, a trashy feel and - ultimately - a weird voyeuristic vibe similar to Italian giallos that use violence-towards-women as their content and main rationale. Or, at least, that's what the bloke down the pub told me, officer...
