I probably would have taken Rublev 1st but I wasn't sure it qualified since it is almost totally fictionalized. Guess I should have asked.

Is simply dramatizing a time and place in history enough?

As long as it centers on a specific event or events. With Andrei Rublev and other historical/biographical films, you're going to some fiction to varying degrees. Keeping that in mind, it'd be awfully hard to draw a line between what's acceptable and what's not so I ain't even gonna try. :)
