help with PAL->NTSC conversion (1 Viewer)

Hello,
I've been researching online for about two hours and I'm really not getting anywhere, so I thought I'd ask here. I just got a good deal on a PAL VCR but it doesn't have NTSC conversion, so I need a converter. There's one selling on eBay that's only $25, but apparently my roommate's TV doesn't have the features it needs ("Only works on the NTSC 50Hz compatible TV, auto sync TV or NTSC TV with a V-hold adjustment button to stop it rolling").

The VCR is a Toshiba V-E41A and the TV is a Sony KV-27525 (60hz). If anyone could direct me to the cheapest converter available that will enable me to watch my PAL tapes on the TV and VCR I already have, I would greatly appreciate it.

I know there are some pretty cheap ones out there. They generally aren't the best quality, but your source is a VHS recording so even the worst conversion isn't going to do it much harm. I only wish I could remember for you the make and model of the one I saw recently at a surplus computer-hardware store!
