Help! Need the names of two film Shorts! (1 Viewer)

Hi! I have been thinking about movies that I saw as a kid.
There are two movies in particular (I think they are Shorts) that I would like to know the titles of.

The first one is about a group of kids who build an ice castle and another group of kids who try to capture or storm the castle. I believe this was made in the '70's and I think it was filmed in upstate New York, possibly Ithaca. Any help about the title of the film would be wonderful.

The second one is about a boy and his balloon or kite. (I can't remember which it was.) I believe the film short was European... the buildings certainly looked European, anyways. Again, any help as to what the title of this film short might be would be wonderful.

(It would be wonderful if they were on DVD, too!)

I looked at the IMdB listing for The Red Balloon and I think that this may be it! Unfortunately it isn't on DVD, yet.
