I was unable to play it with WinDVD, which I thought was able to read SVCD MPEG files.

I would recommend the QuickTime format anyway. If encoded properly, QuickTime usually produces the best-looking results of any codec (short of DVD MPEG-2), although DIVX is very close.

I was able to play it with WMP8, but it first had to download a codec.

Windows Media does not support MPEG-2 unless you have a 3rdparty codec. The licensing fees are just too much for them to subsidise

I made a mistake in my first reply, the one I watched in WMP8 was in WMP format. But I did download the SVCD MPEG2 format and it does play in my Power DVD 4 software, and should in any other DVD software.
