Using my RCA DTC 100 with a pioneer 532hd5, when selecting channel 199 HDNET, the picture seems too tall, the top of the heads get cut off and the people seem too tall and skinny. Is there any adjustments on the Pioneer or the RCA that can solve this problem?

Try different combinations of 4:3, 16:9, zoom, anamorphic, or letterbox modes, on your DTC-100 too if it has choices.
You can look for the vertical size or picture height adjustments used to adjust overscan on your TV. You may find that the video was broadcast that way. If the latter is so, all you can do is shrink the picture when watching that channel, you will have to change it back when watchintg something else.
