I haven't seen the episode with Sting (Timmy - We're Sending Our Love Down The Well) for years.

Is it even in syndication or is it being withheld over rights issues?

It is regularly aired here. In fact, too often. Not one of my favorites.

I, too, haven't seen it for awhile, but I chalk that up to the fact that it was a Season 3 episode and most stations show the newer seasons in syndication.
But, that episode should be released on DVD next year, along with the rest of S3, so we'll be able to watch it whenever we want after that.
That episode happens to have my favorite "Mmm..." line ever from Homer.
He takes a carton of chocolate-vanilla-strawberry ice cream out of the freezer. "Mmm...chocolate." Opens it up, all the chocolate is gone, all the vanilla and strawberry remain. Puts it down. Repeats with 2 more cartons, then yells out to Marge "Marge, we need more chocolate-vanilla-strawberry ice cream!" [IMG]
    Classic Homer. [IMG]
BTW, that's the "Radio Bart" episode.
