I believe that several companies offer kits for sale (Hafler, etc.) or you can also buy schematics off ebay.
I don't know about the cost issue, though. You may want to check ebay and half.com for alternatives. I recently bought an Audiosource 5.3 for this exact purpose very reasonably.

Check out these links for DIY amps:
    Seal Electronics
    Elliot Sound Products
These are quite capable for sub duty. Not sure whether you'll save money or not. If you find surplus parts for the power supply transformer, caps, and heatsink, you'll save quite a bit of money over buying them new.
For a few links to surplus vendors, check out the bottom of my DIY amp page.

The amps at Mark V electronics (http://www.mark5co.com) aren't what I'd use for full range duty, but they're competent designs, well suited for bass amps.
