Especially, since "Silence of the Lambs" has been available in 4K/UHD on Vudu and iTunes for a good while. I suspect because Criterion has the disc rights for now might be the reason.

Makes sense for them to try UHD out with something more mainstream and popular, and this is pretty mainstream and popular by their standards.

No, nothing is required to include a code. Lots of releases don't have codes. Also usually when a label like Kino, Shout or Arrow do a remaster its exclusive to that disc and won't be on digital at all.
