In this case, it's calculated by BorderFree, an agency which allows US companies to ship to Canada...it's run by Canada Post.
And he's right. Through them, you pay nothing except GST (and PST, if applicable). No duty, no brokerage.
etronics and ecost both use BorderFree. I have no personal experience with it, but they do give you a finite to the door figure up front. I'm waiting for more merchants to catch on, it's a great system.
