There has been at least one 4K film released without HDR. Billy Lynn's Long Halftime Walk. I think this was primarily due to not enough TV's being able to do HDR on 60fps material.
Actually, the majority of Shout Factory’s large format docs have been dual - with and without HDR.

Richard Stanley's recent Nick Cage-starring THE COLOR OUT OF SPACE also lacks HDR on the UHD. Many European UHDs are also released sans HDR.

For the record, Mr. Willis got precisely what he wanted

I still remember Mr. Willis saying after the "secret screening" of the answer print of the restored THE GODFATHER at the Jacob Burns Film Center in 2008 that I somehow happened upon ;) that the color and look of the restored print that had just screened was "dead on" during the discussion afterwards (moderated by Janet Maslin and also including Allen Daviau! I wish there was a recording of that discussion).
