Yeah, I would say it's completely in character for Richard and Emily. Ever since the show started they've acted as if they are in competition with Lorelai for Rory's affections and allegiance. They saw a chance to draw Rory closer to them and away from Lorelai and they took it.

What an interesting point! I hadn't really considered that a potential root of Rory's insecurities, but when you think about it, how intimidating would it be in a way to have Lorelei as your mother? She's smart, beautiful and so poised most of the time...that's a lot to live up to...
