I found the post in which Martin Blythe indicates that this film is on it's way. It's from a long "Official Paramount" thread at DVD Talk, a continuing thread begun months ago and still being responded to on a very regular basis by Mr. Blythe. Here was a poster's question about this title:
6-21-01
"I was talking to some of my friends yesterday and we came up with 2 excellent horror/suspense titles that we have all been dying to see on DVD, Nicholas Roeg's DON'T LOOK NOW & Roman Polanski's THE TENANT. These are 2 cult titles that I think would be good sellers on DVD."

Both of these titles are "in the works" and should be out in 2002.
So, I hope the article I read in a recent VIDEO WATCHDOG, in which Mr. Blythe is quoted as saying the film isn't planned anytime soon, was written before this statement, or was in error.
