Lots of great goosebump moments mentioned above; heres a few stand out ones for me:

Henry Fonda's "ghost speech" in "Grapes of Wrath".
The "cuckoo clock" speech and 'THE' entrance in "The Third Man".
Just about all of "Grave of the Fireflies".
Naomi Watt's audition in "Mullholland Drive".
"City of God"; when Lil' Ze' makes one of the Runts choose between his two friends.
In "Mememto" when Carrie Anne Moss "tests" Guy Pierce.
When the piano outro from Layla starts up in "Goodfellas".
and tons more.

The only recent movie to consistently give me Goosebumps (actual Goosebumps, not metaphorically speaking) is “Stir of Echoes” scene where Kevin Bacon sees the dead girl for the first time.

Some scenes in Poltergeist (TV snow and talking in the background) used to give me the bumps every time.

Many other good mentions here, except I never found any redeeming quality from any of the LOR trilogy, and I found all the Star Wars a bit too campy to get even close to any Goose bump production, guess I’m weird that way.

I think it really is more to do with the music in my case then anything else. A well done scene with a good emotional score will do it every time, but it’s hard to pull off.

The last scene in Cinema Paradiso should really do the trick. The music by Ennio Morricone is the capper to that scene.

The "spider-walk" down the staircase in the Exorcist gave me goosebumps for days. ;)

I agree with the original poster about the father-son catch at the end of Field of Dreams.

At the end of Mulan when the Emporer bows down and the entire city follows suit. That brought real tears into my eyes.

One more I just remembered that is probably not as well seen: there was a short subject which won the Oscar in 1986 called Precious Images that was a collection of famous shots from the whole history of film, and it was stunning. Gave me goosebumps from beginning to end.
