Here's why they're so far behind. From the main page:

The National Film Registry selects 25 films each year showcasing the range and diversity of American film heritage to increase awareness for its preservation.

Suppose they spread out those 25 films a year over a 100-year stretch of film history – and stopped trying to catch up with recent films at all. At 25 films per year, it would take them FOUR YEARS just to register ONE film from each of the years in the selected one-century period. Assuming that on average, many worthy films came out during each of those years, that implies that the registration process is so slow that it might not achieve good coverage within our lifetimes.
