The censorship isn't minimal in the slightest.
I doubt that Stephen_J_H's point was that the method of censorship was minimal in terms of the percentage of a given individual frame obscured. I would imagine his point was rather that the amount of censored material as compared to the work taken as a whole was minimal.

Damin, that's precisely what I was getting at. The censorship of Fantasia doesn't alter the film to the same extent as the alterations of Melody Time or Make Mine Music (an entire sequence--The Martins and the Coys--removed for reasons of political correctness). I would definitely prefer an uncensored version of Fantasia, but I'm not going to throw out my current version because an uncensored version is currently unavailable; in fact, kudos to Disney for admitting on the 3rd disc of the Anthology that material was cut, as well as the reasons why.
