It often helps to have both editing and DVD authoring applications from the some company, especially when moving back and forth between programs.

Adobe's Video collection gives you both Premiere Pro and Encore, plus After Effect and audio software for about $1K.

Pinnacle Liquid Edition has both editing and DVD authoring for $1K with a specialized video card.

Sony Vegas also has both functions for well under $1K.

You can also get high-end video cards and/or capture cards that come with Premiere Pro.

Out of those three for under 1k I would definatly go with Premeire. I've used Premeire for the past few years and love it (although the system requirements are pretty high).

You can get both Adobe Premiere (editing) and Adobe Encore (authoring) together (full editions) from B&H Photos as part of the Matrox RTX10 suite for $680.
